refer below link for gst rate recommended by council . these rates are not applicable from retrospective effect. and it has no impact for aug month .
2. u shouldn't revise bill issued in august month.bcoz these rates recommended by council on 9th sep . it is applicable from the date when official notification released in cbec portal..
for ex. in 20th gst council held on 5th aug they reduced job work charges, govt work contract but they have released relevant notification on 22nd aug..so reduced rate applicable from 22nd aug ,, not from 5th aug

yes, if buyer suffered 28% tax .. he is eligible to take credit @ 28% ,, not 12%
