Yes, You can shift quarterly to monthly but only in first month of Financial year (Before submit any return).

Hi Mr. Raja,
GSTR1 form is already submitted or filed for one of the return periods in 2019-20,hence edit of preference is not allowed.
This message is showing when I am trying to choose according to you.
