is it mandatory to file GSTR-1 & GSTR-3B as per new format for the month of July-19?
or is it from Oct-19/Jan-20??
please advise.

actually i have downloaded the utility.
but i want to file GSTR-1 nil as there are no transactions present in July-19 regarding sales/advance receipt

If you are asking about new return form (Normal, sahaj, sugam) , yes on trial basis it's being available on portal but not being applicable .
So as of today have to file GStR 1 & 3b.
Note : New return forms can implement from Oct 19. onwards
