GOVT site does not allow to file ITR for FY2019-2020 now?

Hello Professional Friends

Even though my Friend is ready to pay penality Rs 10,000 for non filing ITR for FY 2019-2020 (AY 2020-2021), come to know that, he CANNOT file his FY 2019-2020 ITR (salaired person in a Co) during now July 2021. Is it true, since GOVT site does not allow to file ITR for FY2019-2020 now?
