Government system upgrade issue in llp

I wanted to know is there any system upgrade issue faced while incorporating a LLP ?

The usual process to incorporate takes around 20-25 days but due to government system upgrade its taking around 3-4 months.This is what i was told by my CS.

Please confirm if anyone else has faced similar issue.
