no change in case of service receipent liable for service tax.

But in my view the amendment will effect them also......
as when the transport agency will arise the bill against them, they will be liable to tax for the month in which the bill is arise rather than the month in which they have made the payment.

usualy the transport charges are booked on payment basis only, as the transport offer you either C/N or money receipt, bills are rare in use.
in such cases where the bills are submitted other than payment basis then the incident which comes 1st in nature of payment / bill submission would be taken in account for payment of service tax.
