M is registered or not ?
In case of service provided by GTA to unregistered person is exempt. hence no tax is payable by GTA or M.
In case service provided by GTA to registered person, if GTA opts to pay tax under forward charge then M is not liable to pay tax and if GTA is not opt the same than who pay freight for the transportation i.e. M is liable to pay tax.
