Biggest penalty is that dealer can not file GSTR 1,2.&3 returns.
So you are to file GSTR 3B return.

apart for not able to file subsequent returns 18% interest and Rs 100 per day late fees.

there is a penalty for late filing of GSTR 3B @ 18% PA .Its a provisional but mandatory return for all registrant except who opted for composition scheme & who are input service distributors .
