Getting a lower tax deduction certificate from ao

I am an NRI and considering selling my house  property at Delhi .  It would be a Long Term Capital Gain as I am selling it after purchaging it in 1980.

Is it possible or is it permissible to obtain a certificate from my tax Assessing Officer  , so that the new purchaser can deduct TDS at a reduced rate .

Yes, the option for an NRI selling property and not having business income can apply u/s 197, for lower deduction of tax, in Form 13.

Sir, Can you please breif on the procedure to submit the Form in Traces?
