Composition dealer with GSTN effective date 18.09.2017. He not yet filed. Sep month is nil supply.
My question is july to sep month GSTR4 to be filed or not. If any penalty for nil return of july to sep quarter.

Yes has to file with Late fees if Nil turnover then Rs.20 per day and subsequent period return also to be file with late fees.
