In a Tax Invoice, whether the tax,
applied for any of the charges of freight, loading, unloading, insurance {(road/rail/sea/air) by Gov/private}, local portage etc.,
remains fixed at 18% (CGST+SGST) by default
or
varies according to the items of agricultural produce, exempted goods or the goods with different rates of 10%, 24%, 28% (CGST+SGST)?

You apply the tax rate is which is highest tax rate in invoice that rate is applicable in other charges like freight, loading & unloading, packing and etc.,
