As per section 139(1) of ITact every person whose income exceeds maximum limit not chargeable to tax is required to file income tax return
Section 271F imposes penalty for non filling of income tax return

its 160000 for male assessee
190000 for female assessee
240000 for sr. citizen
if u have income more than that you should file income tax return
