Hi Priyanka
Every company who has declared dividend, and amount if any unclaimed so far, company needs to identify such amounts and upload the details with MCA vide Form 5 INV / Respective Companies website.
As per my understanding, This has to be done year on year ( within 90 days of AGM)
For FY ending 31.03.2011, last date is 31.07.2012.
Also the details of the same has to be uploaded in IEPF Website ( in an Excel Template)

is the said form required to be filed by those companies which haven't declared any dividends and no such amount is pending in the fund?

Form 5 INV is not required to be filed by companies having no unpaid or unclamied dividend.
The companies having unpaid and unclaimed dividend amount in IEPF required to comply with these rules and file form 5 INV.
