I need form 16 for Home loan return file.. But my employer says that you are below Tax limit we are not able to provide you form 16. without form 16 how can i fill return file, pls.help me.

Why do you require form 16. why u filling the return there is no need to file. therefore u can file the IT Return use ur salary slip.
