Who can issue form 16? what are the conditions?

When there is an Employer - Employee Relationship, the obligation of paying monetary benefits arises which is termed as salary. Form 16 is issued by an Employer to an Employee at the end of the Financial year, showing all the emoluments and benefits paid and deducting any tax which is due based on employees tax liablity.
