Form 15H even if you have taxable income?

Can my father (who is 60+) submit form 15H for non-deduction of TDS, particularly when he still submits his ITR and makes income from equity investment? Please note that his total income does not cross the basic exemption limit (which is now 250,000 for senior citizens?)

submit the form 15H

if the assessee has paid tax in previous year, then 15H is not considred good, however sometimes banks ignore the tax payment status and allow on gross submission only.

if they dont deduct, its good

if deduct then file return and claim back
