Whether Form 15CB has to be issued for salary remittance to Non-Resident?

i am not very much sure about the topic still i want to express my opinion
As far i know for every remittance to NR we need to file 15CA and need a certificate from accountant i.e 15CB
All documentation need to be done before making any remittance
