Form 15ca & 15cb

One of our client is remitting freight to a foreign co.(U.S) from which Machine was imported. So my question is, whether form 15ca & 15cb is to be filled and futher tax will be deducted on such payment, also what are provision under DTAA.

Please clearify in simple words???
