java utility is there for 15CA. 15CB should be done through remitter ITD login

The Form 15CA java utility can be downloaded at the following link:
https://incometaxindiaefiling.gov.in/eFiling/Portal/DownloadUtil/FORM_UTILITY/FORM15CA.zip
Java Runtime Environment Version 7 Update 6 (jre 1.7 is also known as jre version 7) or above should be installed.
