For itc not claimed ralated to last year, window has been opened to claim till march'19
you have time to claim ITC pertaining to F.Y. 2017-18 Till 31-3-19

Yes extended. Refer Order 2/2018 (Removal of Difficulty) - can be viewed under the GST tab in CBIC website.
The ITC short claimed is to reflect in GSTR 2A report, i.e. supplier to have filed his GSTR 1.
