Ya there is no restriction for intra State sales. However interstate supply will lead to ineligibility

yes , you can do only do intra state outward supplies but not inter- state outward supplies.

Ice cream, pan masala and tobacco manufacturers cannot opt for
GST
composition scheme under which businesses are allowed to pay lower tax rate if their turnover does not exceed Rs 75 lakh.
As per the notification issued by the
Finance Ministry
, manufacturer of ice cream, and other edible ice, whether or not containing cocoa, shall not be eligible to opt for composition levy under the Act.
Also makers of tobacco and manufactured tobacco substitutes will not be able to opt for the scheme.

Yes Agree with Raja Ji, Its in case of Manufacturer & in section 10 cgst read out :
e] he is not a MANUFACTURER of such goods as may be notified by the Government on the recommendations of the Council (The goods , Taboco, ICE cream)

for traders composition scheme can been continued but restrictions only for manufacturer of Ice cream, pan masala and tobacco products
