First stage dealer - cenvat pass on to his customers
Whether First stage dealer can pass on the cenvat paid on his imports lying as opening stock .i.e, stock held before registration as FSD.??

no.its not possible. manufacturers who have supplied earlier can't provide the excise pass on document on past date. in this case you've to sell opening stocks by treating excise duty as cost price. after registration,you can pass on excise duty from the manufacturer to your excise registered manufacturing customer.
