Can a CA in practice open a partnership firm or LLP with a CS and a LLB (with or without being in practise) and continue giving services of a CA in practice in the name of that firm/LLP.

Yes, a CA in practice is allowed to enter into partnership with a CS or a lawyer as per The Chartered Accountants Act 1949.
