My mother's income tax return has never been filed. she is 53 years old. she is a private school teacher.Though her income is below the minimum taxable income, we want to file her Return. Can we do so?

Yes if she Have PAN then she file income tax return under 139(4) belated return
Yes you can file her return now. Apply for a PAN card if she does not have one and then file the same. Return for year ended 31.03.2008 & 31.03.2009 can be filed u/s 139(4).
