i have a family business of Cloth Printing and my last year turnover was below 1cr
so for me gstr 9 filing is compulsory or optional

Filing of GSTR 9 is not Compulsory for F.Y 2017-18 and F.Y 2018-19, if your Turnover is less than 2 Crores for that Year....It's optional
If you have any mistakes in your GST return like less tax paid in GSTR3B ect.. than you can rectify that though GSTR 9 .. otherwise not required to file if turnover below 2 Cr.
