Can I file GSTR1 BEFORE 3B in the month of JULY AS IN 3B I am facing system error?

no way without discharging liability or offset liability, you can't able file GSTR-1

I filed GSTR1 yesterday. Actually for 3B for the past month i was trying to offset liability i.e i had submitted the return, but since few days the 3B shows error in saving the form only.
