Fcra prior permission

Dear Experts
Hello to All and a Very Happy New Year to All.
 
I have a query relating to FCRA prior permission.
Can any body let me know that if in a Section 25 Company
1.All the Directors are of foreign nationals, can we apply for prior permission,

NO, In my view FCRA Office shall not permit prior permission in such case.

2.According to FCRA rules there are specific criteria for them but in my case they donot fulfil any of  those.

Then you can't get FCRA prior permission

3.In this case can we appoint a Indian Director in Board and apply for FCRA prior permission.
If not kindly suggest how this Company can apply for prior permission with FCRA.

You need to change the complete Board to get FCRA prior permission .
