Fast track exit llp --> e-form 24-->12 months no business operations condition

sir,

to file fast track exit llp --> e-form 24--> is pre condition of no business operations of last 12 months required?

my view --> no where in e-form 24 instruactions nor in llp closure rules (annexure a) is it stated .just asset liab should be NIL before filing e-form 24.
