If u ll go on Official work then definitely it must be counted.I am doing OUTSTATION Audits for more than 8 months(since starting of my Articleship). Every outstation travelling duration is counted as "articleship duration". But It is not necessary that stipend will also be increased.Travelling expenses & staying expenses are paid by CA.

what guys,
hours of journey could hardly be in HOURS, whether included or excluded
NOT A MATERIALISTIC POINT TO DISCUSS.
anyhow, if a student is travelling in a 3 year time for many occassions, it will be counted provided he is
TRAVELLING DURING THE OFFICE HOURS. Say for eg., if he is travelling in Night times i think it won't be so.

Obviously counted as working hours, but increase of stipend is upon employer's discretion . Most probably they will pay for traveling & boarding..
