Exporting full tax paid goods to Nepal

Do I need to produce the "Bill Of Export" if I don't claim any tax exemptions (full VAT paid) while exporting goods to Nepal from India?

I think No Vat applicable on Exports. you are saying Excise/CENVAT?

No, I am talking about VAT itself. I know that No VAT applicable on exports but we need to produce "Bill Of Export for the same

No, I am talking about VAT itself. I know that No VAT applicable on exports but we need to produce "Bill Of Export" for the same. But here, getting "Bill Of Export" is not an easy task because officers demand money for signing the same. So, I just want to know if I could skip the "Bill Of Export" buy not availing any tax exempt in export.?
