To say simply
1.For the purchases you have to pay tax to the supplier and to get refund after export.
2. For export, either you have to pay IGST or to file LUT/Bond with the concerned authorities.
3. If IGST paid, to get refund after export.

What do you think about Export Services? Do we have to pay IGST and then claim refund? Also, take a look in this tweet from @ askgst_goi, very confusing.
