Quick Summary
This discussion addresses how to report export invoices issued in USD for services on GSTR 1. The key is to use the RBI exchange rate from the invoice date for conversion to INR. It also clarifies that an INR invoice copy should be attached, distinct from the export invoice used for customs clearance of goods. Exchange rate differences should be recorded in the books of account.

INR invoice copy must be attached with export invoice, export invoice used customs clearance and movement of goods.
This is case of service not an goods

Take RBI exchange rate on the date of invoice and record exchange difference in books of account
