Your query is not clear and reply is on assumption it relates to Timber Business
Arboriculture related to Cultivation of trees for production of timber, I hope Timber business having, expenses incurred for Cultivation of trees, same will be Direct Expenses , and Direct Expenses always comes in Trading & profit and loss account. It's neither liability nor revenue.
