EXEMPTION u/s 212(8)_CIRCULAR?????

Dear Members,

Have a doubt regarding  circular No. 5/12/2007-CL-III dated 08.02.2011 providing exemption u/s 212  after fullfining the consitions maentioned in theCircular.

But in the circular its no where written as to when this will be applicable.. or this circular will be taken as the final one..

Its very urgent of anyone can tell me
