Exemption limit for online advertising within india

I am an online advertiser in India advertising only for customers in India, mostly intra-state, rarely interstate. Is exemption limit 20 Lakh applicable for my biz (OIDAR within country) ? Should I add 18% GST in invoice?  My earnings are much below threshold.
