hello, in exempted goods sale it's right to charge shipping charges with gst from gst point of view

No......... not required. in term of Section 2(30) it cover under composite supply & the rate of principal supply is applicable & your principal supply is Exempted.
so need to charge GST on shipping charges if mentioned in bill
