Should STPI unit get registered under Excise Act even though it is exporting 100% of its production and also STPI unit does not procure goods (under CT-3) from Domestic Tariff Area?

yes packaged software is exisable commodity and DTA sales will invite excise duty payment.
for soft form of exports, excise control is only filing of returns unless the transactions touch the DTA

Evcery units manufacturing the Goods, whether it is STPI,100% EOU , SSI etc. has to be register with central excise. in case of EOU and STPI etc only return etc is filed with supt. of range as well as DC.
in other case like SSI , if it is within exemption limit it has to file retuen to supt.

i have registered in central & service tax but in mean time my company constition change that is private ltd. i have contact to cental & service tax they told that pls go online portal but problem is that PAN NO CHANGE and service tax problem is that in address is not except i have try 10 to 15 times pls help me.

upto date of consitution change u have to make ur final accounts and submit all returns with taxes due in excise/service tax/vat/incometax everywhere where revenue is concerned.
apply fresh for registration everywhere and surrender the old registration as its pan based and can not be amended.
