For DSA refer rule 10 of central excise rules 2002. No need of filing with department. It should be maintained on daily basis.

There is no RG23...instead it is cenvat register...this was required to be filed with department on monthly basis on or before 10th of suceeding month of previous month. But now i think it is not required to be filed. For details refer Rule 9 of cenvat credit rules 2004 for details.
