Registration should be done when the taxable event takes place i.e. the time when you start manufacturing the product which is excisable.

Registration is required when you want to start pay excise duty. It may after crossing exemptionlimit of Rs.1.5 creore or earlier if the manufacturer desires on account of anyb reasons. If the manufactures avails cenvat credit of duty paid on inputd, then ha has to duty from the first stage. Further exemption of Rs.1.5 crore is available only to the specified goods in the notification
