Excise Duty Rate after 1-3-208

Hi

I have a material ready for dispatch on 29th Feb.'08 & my customer give me the dispatch clearance on 1'st march 2008. Now at the time of dispatch What Excise duty rate I have to charge i.e. it is  @ 14%  or @ 16%.

I have taken Raw Material credit at 16% , which is used to manufacture final product. Does it any make difference while dispatching the material at lower rate of ED?
