Yes, whole duty can be paid through RG23.
But in my opinion all credit should not utilised for payment, some amount should be paid through PLA , becuase if u have taken credit of some inputs which is not allowed(by mistake), u can claim that u have not utilised it for payment of duty.

Dear Sir,
I just want to know that we have 2 plant. One in faridabad and another in palwal. If one unit deposit PLA in every month & another unit claim MODVAT in every month. So, my quention is that can only PLA amount be tranfered from one unit to another, and the same be submitted in divisions of both unit

First answer for Abhishek
You will utilized the excise duty for debited of excise duty. But you will submit the excise and debited the same in PLA as per value addition.
Second Answer For Deb Prasad
You have seperate ECC No. for your both plant and the amount submitted in such ECC NO. You will not transfer the same. If anyone suggest you the same please inform me at mdec.anand @ gmail.com
