See suppose you paid 500 at the rate of 2% which should actually be say 400 at the rate of 1.5%.
Now the only way you can use your those 100 in excess is by showing in TDS return in the interest column 400 only.
The remaining 100 you can use it in succeeding TDS returns.
There is not rule framed regarding Refund of TDS amount wrongly deposited in Govt A/c.

My sincere apologies that I missed to mention this rule which our this fellow has specified.
Form 26B is there, please find it attached to this post.
Personally I would recommend you to go for the procedure I mentioned in my first post, so simple and hassle free.
