Deductor can adjust excess TDS amount from one section to another section..If yes how..?

Dear Sir,
Inter adjustment based on your query is allowed.
1) In books of accounts, you can pass journal entry from one section to another.
2) In Etds return also, you can show different section party details in one single challan.
