excess itc of gstr -2a for f.y2017-18 can be taken in fy.2019-20?

no..
ITC cannot be taken beyond the month of September of the following FY to which invoice pertains or date of filing of an annual return, whichever is earlier.

no madam, for F/Y 2017-18 it is available upto Mar-2019 GSTR1.

Yes sir. It will be lapsed. You need to File your annual return based on the Input taken. The remaining items in 2A is lapsed as you have crossed Mar'19 deadline.
