my friend called the icai helpline  and was told that it has been put up on the site but the icai site is not loading

Thanks for sharing if it is really gonna happen. We cann't believe as in institute's history it is rare. I heard that in yr 2004 also ther was postpondment of exams. please correct me if i m wrong.
