can i change my exam centre from sikar( central region) to guwahati (eastern region) .. if i have already filled up the exam form

YES. There will be a correction window after sometime. You can make corrections to your application at that time.

yesterday was last day for exam form

I am not sure about the time when it comes bcoz I never required to use it. But, I know that there is a correction window when u can make changes in your application without any fine. And, later on after a time limit you get a Paid correction window also, when you can make changes after paying fine.
