My exam form has still not reached institute and today is last day for receipt of form by institute. If it doesnot reach today, does it mean they wont consider my form and I wont be elgible to appear for exam?

If you have sent it before last date, do not worry..
Some concerned students may waste their time in worrying about small problems..so let me clear some things with the help of my experience.
1.Try to get Group + Gender + Medium + Centre correct but even if you do not, good institute has made a provision to amend them in special window period.
2.Once you send the form through Speed Post before last date, its hardly in your hands, so send the form at least 2-3 days before the last date so you can justify yourself but in my view even if you send the form on last date, institute will not have many problems.
3.If for some reason your form does not reach institute at all, they will ask you to send it after exams since many people notice this problem only when they fail to receive the admit card.
4.Institute is very co-operative and understands student's problem but its never bad to be disciplined and should get into the habit of not unnecessarily delaying things. Also one should form a habit to avoid mistakes as it will make your life much better..how to do that?...take pride in it and things will change.
5.If you are worrying about these things, in my experience you are not in the best frame of mind and your studies may also not be going as it should. Its about the attitude and good attitude or approach can make your life so much easier.
6.Ask queries to institute directly as they have developed a very good communication system, also you can have things on record, if problems arise later.
These are only some things I feel, that can help students but there can be many such things..the main thing however is "doing things as they should be done".
If you have 21 days to fill a form, why not fill it on first day itself?--this is one such example of good attitude, specially useful for entry level and inter students.
