Exam 2013 query

Since there is no specific mention on the use of writing pads in the exam, are the same allowed to be carried into exam hall....considering the high possibility of poor seating conditions ....

also how is the quality of writing paper provided ...is it safe to use an ink pen or stick to ballpoint/gel pen....
