There is no portal for unregistered dealers.

It is available on the same portal 

 

People can open their eyes and check this

There is an option to generate e-way bill for citizens i e. Unregistered persons through registration tab on e-way bill portal

You can google it . E way bill for unregistered person.

Or Visit e way bill portal and lookout for Citizens

Ur turnover exceeds 40lakhs,if u start a new in another location,in the exempted goods field.

U will b liable all penal actions taken by tax authorities.Because ur registration limit exceeded.It will b hinter tax authorities to allow a registration in your name and pan .you can not take any share in a partner ship or company.
Hence u r liable to take a registration justly.Eway generation not discuss in this matter.But u seen an interference.

But I'm not even registered as registration is not required if I exclusively only sell exempted comodity same as vegetables etc

You are not required to get registered since your supplies are exempt.

Generate e-way bill for citizens as explained above.

It has been a long time since eway bill for citizens was enabled but its not surprising that you weren't aware about it. Respect other professionals especially if they are telling you something correct.

GST registration is not required in your case but you can voluntarily register under GST and show it as exempted supply in GST returns and keep generating e-way bills whenever required

It's just my opinion.

Yea but filing returns and getting harassed by them is an unnecessary hassle
