In case e-way bill generation facility of X is blocked, can he still receive goods from his supplier (by supplier generating e-way bill for transporting goods to him)

No... Supplier also can't generate e-way bill.

E way bill can even be generated by transporter

1. Seller
2. Buyer
3. Transporter.... Right...?!
But,
If GSTIN / e-way portal cancelled/blicjed then no one can prepare e-way bill for the Taxpayer who is cancelled / blocked u serious GST / E-way portal.
